A Motus Panel Showed an “Active” $750,000 Filing Beside “Inactive.”
On Motus panels Overdrive published, a carrier’s status read “Inactive,” with the reason “insurance cancellation effective; no active insurance meeting minimum coverage on file,” above an “Active” $750,000 filing equal to the minimum shown. Another carrier’s status read “Inactive,” with the reason “GRANTED,” above an “Active” filing. A broker authority read “Active” above a bond row reading “Canceled.”
On a Motus panel Overdrive published on Aug. 28, 2026 as Jeffrey Crise’s, Current Status reads “Inactive.” The Status Reason: “Involuntary Suspension - insurance cancellation effective; no active insurance meeting minimum coverage on file.” Lower on the same screen, Include History off, the first Existing Filings row lists Accredited Specialty Insurance Company, Insurance Filed $750,000.00, Status “Active.” Minimum Insurance Required reads “BIPD: $750,000.00.” The filing shown equals the minimum shown.
Motus, FMCSA’s registration system, launched in May 2026. One compliance consultant told CCJ there is “no doubt” that at least the Motus front end is AI-assisted, citing a code-level examination; CCJ reports he suspects heavy use, and in the video, per CCJ’s transcript, the speaker identified as him doubts AI stopped there. CCJ reports DOT did not respond to its question. CCJ wrote that regulatory experts say Motus’s failures “likely stem, at least in part, from amateur, AI-assisted development,” naming only that consultant. As of Thursday, Oct. 1, 2026, no source read for this edition ties any status on these panels to AI. What this edition examines is a classification the registry displayed on panels Overdrive published, and what Highway said on June 27, 2026: that Operating Authority Status data in its UI and Rules Engine “has been updated to reflect what’s in Motus.” Its updates dated June 22 through Sept. 10, 2026 said Highway was “in active communication with the FMCSA regarding data discrepancies that persist.”
The other direction
A second panel Overdrive published that day, as Crise’s broker-authority page, reads “Active,” with the Status Reason “Administrative status adjustment” and Minimum Insurance Required “Bond: $75,000.00.” With Include History on, the image shows one filing row: United States Fire Insurance Company, Insurance Filed $0.00, Status “Canceled.” Overdrive’s caption: “note no active bond on file, yet authority status (top right) is ‘active’?” Per Overdrive, Crise noted he has not maintained that authority with a bond for years. On Sept. 4, 2026, Overdrive reported the broker record had been corrected. On our reading, across the two panels the status field departs from the filing rows in both directions: “Inactive” over an “Active” filing at the minimum, and “Active” over a bond row reading “$0.00” and “Canceled.”
Overdrive’s Sept. 4 article published a third panel, as Steven Lapp’s. It reads “Inactive” over a Status Reason of “GRANTED.” Minimum Insurance Required reads “BIPD: $1,000,000.00”; the first Existing Filings row, Include History off, lists Sentry Select Insurance Company, Insurance Filed $1,000,000.00, Status “Active.” Overdrive places Lapp among “the untold numbers of carriers still inactive due to insurance”; his panel’s reason reads “GRANTED,” his most recent authority status, per Overdrive. He told Overdrive his authority was inactive after he changed insurers on Aug. 14, 2026.
In a snapshot taken Aug. 28, 2026, Overdrive reported, analysts at CAB, its sister company within Fusable, found more than 1,200 carriers with an active insurance filing that matched their minimum required level yet remained under an “involuntary suspension” for insurance reasons. On Sept. 4, it reported a batch from CAB, the same sister company, that came to “165 authorities brought back to active status after an ‘involuntary suspension,’” plus Crise’s. A June 4, 2026 FreightWaves report quotes an FMCSA memo prioritizing issues affecting “insurance filings and operating authority status.”
What the reps and owners said, per Overdrive
The record of who could see what runs through one outlet. On a call to FMCSA’s contact center, Crise said, the rep noted she could “see it right here in front of me,” yet was at a total loss to explain why it happened. When Overdrive notified FMCSA of his case on Aug. 26, 2026, it reported, reps noted they didn’t understand why the suspension happened and were delivering it to their Motus team. FMCSA did not answer Overdrive’s Aug. 28 queries about reasons for the suspensions in time for publication, Overdrive states, nor, as of Sept. 4, its questions on why the problems are occurring.
Overdrive dates Crise’s suspension to Aug. 1, 2026, “close on the heels of an updated filing by his current insurer,” it reported. He spent “a month under a Motus-glitch ‘Involuntary suspension’ of his authority,” Overdrive wrote. As of Tuesday, Sept. 1, he said, “I am legally running.” “No one ever called or emailed me,” Crise said on Sept. 2; he said he found out speaking with an attorney.
Kristin Crawford’s fleet, DPW Inc., had its own “involuntary suspension,” Overdrive reported: about 20 days in when Overdrive’s reporter first talked to her at the end of July 2026, then 20-plus more. Her fleet’s profit-and-loss statement, she said, showed a $23K hit in the red. Her fix, she said, was a “miracle” of finding “someone who knew someone who knew someone who had real power.” As of Aug. 28, Overdrive reported, she was still getting emails from FMCSA’s ticket system saying it was working on the issue.
The route FMCSA publishes
FMCSA does publish a route. Its pause page, last updated Sept. 10, 2026, tells registrants with “ANY issue that needs immediate attention” to call the FMCSA Registration Customer Service Center at 1-800-832-5660 or use its webform, and, to report a Motus issue: “Submit a ticket at the contact center support page.” The page lists extended hours, 8:00 AM – 11:00 PM EST, weekdays, plus Saturdays. CCJ reported that the consultant, Bailey Hoak, founder of Total Insight Professional Services, noted average wait times for ticket resolutions have stretched to 45 or 60 days. As of Oct. 1, 2026, that page and FMCSA’s registration alerts and landing pages, as rendered text, contain no entry on carriers shown as inactive or suspended for insurance reasons.
The platform downstream
Citing incomplete and inconsistent information in Motus, Highway said on Sept. 10, 2026 it “has not been able to utilize Authority History and Insurance updates since the final L&I update on May 14th, 2026,” with the primary impact on authority age calculations and on carriers that obtained authority through Motus, or experienced authority changes, after that date, and said it remained in active communication with FMCSA on discrepancies that persisted. Lapp told Overdrive he could not book two loads, RMIS and Highway having him “listed as unauthorized”; Overdrive put them at $2,500.
We read Highway’s June 27 statement as consistent with Lapp’s account and Overdrive’s account of Crawford’s fleet, whose suspension “flowed through the digital ecosystems of Highway and other companies that middlemen increasingly rely on for authority checks”; no source read shows Highway’s screen for either carrier. Through its Sept. 10 update, Highway said the data discrepancies persisted.
The Agentics read
Agentics reads this record, as a fit and not a finding, through Digital Derangement Syndrome™ (DDS™), our term for systems failing to recognize legitimate authority. The nearest characteristic is Authority Misclassification: an authority classified by one word while the row beneath reads otherwise.
A status is a single word. On each of the three Motus panels described above, Current Status is one word, “Active” or “Inactive,” placed above a Status Reason and a table of Existing Filings. The Status Reason is one word on one carrier panel and two clauses on the other.
A filing row is a fuller answer. Each Existing Filings row names a company, a form, an amount and a status of its own. On both carrier panels, that row’s own status reads “Active,” and the amount filed equals the minimum shown.
The broker panel runs the other way. On the broker panel, “Active” sits above the only filing row in view, which reads “$0.00” and “Canceled.” If misclassification is the fit for the carrier panels, this panel is its mirror: a status standing above a row that reads otherwise.
Where the argument stops
Every owner’s account rests on one trade outlet, Overdrive; CAB, which Overdrive reports supplied both counts, is its sister company within Fusable, and CCJ belongs to the same publisher group. As of Thursday, Oct. 1, 2026, this edition read no owner’s page or post. The panels carry no capture date; the broker panel image shows one filing row.
Panel fields are rendered here as text, with no policy, USDOT or MC number printed. As of Oct. 1, 2026, the sources this edition read contain no FMCSA or DOT explanation of why the statuses on these panels displayed as they did. Nor did this edition query FMCSA’s press office or its Motus team, or read any RMIS page or any FMCSA or DOT statement dated after Sept. 10, 2026. The mapping to Digital Derangement Syndrome™ is our editorial reading, not a finding by any party.
